Controling Inflation 2 [Mission, Closed]

Description: It seems as though the merchants didn't get the message the first time. Sitations have been made for "Nagasaki's Fish", "Yamamoto's Dumplings" and "Mushi Heavan". Go hand deliver these tickets to the three shops so that they know the village is serious.
Reward: N/A

It seemed as though Gekkō was just on a mission to correct the injustices within the village's market district. Headed to her rendezvous location, her head was filled with her last visit. He was sent to place fliers around the district to stop any unfair prices between the shopkeepers and the customers. She had thought that she had done a fairly good job when she was putting up her fliers. Perhaps it was her partner who had fallen short. What was his name? Tako? Toka? . . . Touko! That's what it was. How could she forget such a person in the village as prominent as he. What with the crystals and non-anonymity. Gekkō let out a slight chuckle as she remembered a few of the crowd assuming she was with him. She simply shook her head and blushed, obviously.

As she arrived at her team's rendezvous, she had wondered if her team this time would be different or if she would see any familiar faces. She didn't know many people in the village, so she was pretty certain that she wouldn't know any on the team. Unless she were to be fortunate enough. Gekkō was outfitted with her normal Hyuuga clan attire, only this time she was wearing her backpack to hold all of her necessary belongings. She looked like an academy student, simply due to her shortness. She didn't mind though, as she was, in fact, a kunoichi. She had arrived a tad bit early, as was her custom, and had continued to look over the piece of paper that had her mission assignment on it. She were to deliver tickets to three shops to basically show them that the village meant business. She had put the tickets with the piece of paper, they were nothing special, although she had never seen a ticket before. She found herself lost in the tickets, reading them almost religiously.

Touko moved through the populated streets, his smile less apparent this day. Or at least, less open and inviting. It was more stern. Although still friendly and beautiful - just with a more grown up and experienced look to it now. His flawless skin caught the light in all of the right places, causing his face to look perfect from every angle. His blue hair was cut and shaped around his head in a neat, and yet messy arrangement that was slightly shorter than before - also offering a slightly more grown up look. Where he had light and white colored clothes before, Touko now wore only a darkened, black, suit top - made from extremely fine materials, with a white button down shirt under the fine top. A black tie held the button down's collar together. The black, fitted pants moved down his legs until they finally submitted to the black, high top shinobi like shoes that he wore - open healed and open toed.

Small whispers and giggles erupted behind and around him as he moved through the small crowd. The mission was rather late in the evening, and the light was fading out, causing shadows to start to grow longer and thinner. Because of this, not many people were out, and that was the point. Not many people were out, and that was why the missions that was given to him was given to him at this time. He had only read the mission description once before understanding it well enough to leave the house without the small reminder slip that had told the msission's objective. He was simply supposed to go about and make sure that certain areas that received attention from those who were saying that their prices were too high be brought to attention - by showing them that the village was serious about them trying to rip off it's civilians, along with its shinobi.

He was on time to the point of meeting, and was told that he and another teammate were going to be the only ones on this mission - that others would not be needed for something this basic. Also, traveling together. He had been told that the person he was going to be with was new to the shinobi trade, and might run into problems with something even like this. So he was to help guide her. Touko was the team captain for this mission. Hands down.

Then he saw her. Gekko. The genin that he had worked with on the earlier mission. He had gotten it accomplished, and actually been praised for his actions there. He had grown a lot since then, and might even seem like a different person to the girl now. "Gekko-chan," Touko said, acknowledging her. A slight nod of his head allowed him to say 'hi' in a makeshift way. But she would get the point. "I had a strange feeling that it would be you that I was meeting - the Hyuuga." As he spoke, dark purple crystals spread out around him, running from his feet at every foot step that he took, allowing a small trail to be made from around him which soon would crack and turn into crystalline powder. There were no small children in the area to tackle him with amazement and idolizing smiles, and only older men and women were out making their last rounds on the market.

"Gekko-chan, I had a strange feeling that it would be you that I was meeting - the Hyuuga." Gekkō could hear a familiar voice as she saw a familiar silhouette. Gekkō was surprised to say the least. 'Touko?' She knew what Touko looked like, and she was fairly certain something had changed. She knew that this Touko was different from the one she met before, but she didn't know how. He certainly dressed differently, but that wasn't it. Was it his tone? His state of mind? She didn't know, but whatever it was, she didn't not like it. He still had the same facial features and that same purple crystals that spread out from his feet. However, it was obvious that he, for lack of a better word, matured since their last encounter. She knew he was already mature, but she could sense that he was more . . . serious now. This went perfectly with Gekkō's task-driven mission-focused attitude.

She knew that it was just her and another person on the mission. Now it was obvious that it would just be her and Touko to complete this mission. It seemed to be a fairly easy mission, and she had assumed that Touko was the team leader, seeing as he was more experienced than herself. 'I was not expecting to see you here!' She let out a slight chuckle.

Touko smiled as the girl spoke his name. She had remembered. There was something special about being called by his own, real name. Something that felt right. It was so rare that he was able to hear the word Touko ever spoken, and it was always about 'The Crystal of Sanringakure.' Touko had grown slightly taller, and had a much more stern expression on, something much more lethal and slightly darker. He was not illuminated by the shy and ever present childlike smile that he had once had, and now stood straighter than before. As the girl spoke his name, he looked up at her, his white teeth reflecting the dying light - although the most noticeable feature that sprung forth were that of his eyes. Deep purple eyes that had a depth of unknown proportions. They shone in the last glimpses of day before it would break off and snap into darkness. They were beautiful, handsome, and ready.

'I was not expecting to see you here!' the girl spoke with her slightly reserved voice, although not hiding her extremist attitude about the mission. Touko enjoyed the girl. He enjoyed her excitement in even the simplest of things. She was someone special, he could tell. Touko nodded to the girl, a kind smile still lingering on his face - a smile that was somehow more meaningful than the smiles that he had given before - a smile that would extent his approval of the girl. But he did not waste time. Although the mission was simple, it did have a deadline, and they could not allow the shops to close before they handed out the serious tickets - small pieces of red paper that were cut into small rectangles. Small words printed on them that stated that they would be forced to reconsider their prices, seeing as the merchants that came in from the sea did not have licence to be selling at prices like that.

"So, as you have probably figured, I am team leader of this mission. We are going to be alone - a jounin will not be needed. Although we hung the signs out on our last mission, numerous fliers were taken down by the shop owners, and some shop have continued to not only sell at high prices, but steadily raise their prices, cutting off supplies for those that are unable to purchase needed items. What is more, it is reported that, despite these prices being too high, the food is often not good, and the villagers are being scammed completely. They are claiming that they carry things that they do not carry at all. We need to stop this by showing those select few shop owners that we mean to stop their lies, and that they will not be allowed to continue a business of false hood. Understood?"

Touko took a pause before continuing. "I know that you have probably read and memorized the mission requirements, but the three shops that we will be targeting tonight are as follows, and in this order, according to their closing times: Nagasaki's Fish, then Yamamoto's Dumplings, and lastly Mushi Heaven. Any questions?"

Gekkō was listenning to Touko, her team leader, intently. She was, to be honest, excited and happy that she was on another mission with Touko. He seemed to know his stuff, and she liked that. Although last time neither of them were in charge even though their team leader made her 'practice', which she didn't like. She hated leading, yet she wasn't a follower. She just wasn't sure about anything, she didn't know where to start, and she didn't know really much of any procedures. She was, after all, still new to being a Genin. Gekkō knew this idea and thought process would most likely change with time as she became more and more familiar with being a Genin and ninja.

"I know that you have probably read and memorized the mission requirements..." Gekkō was extremely flattered that he knew more about her than he had initially led on. A small red tint covered her cheeks, fortunately for her, the time of day was just right so that Touko couldn't see her blush. With a shake of her head she said, 'No question here Touko!' She was still like her usual self, focussed on the mission. She was hoping that this mission would be more interesting and less monotonous than her last mission with Touko, although she had figured it were to be more interesting, well . . . she hoped. None-the-less, she was excited to start.

Touko smiled at the girl as she replied back to him, confirming that she understood everything to its fullest clarity. However, there was slightly more to know that she should note - something that she had probably not noted. Touko's lips moved and a deep perfect sound came from them, a tone that resonated over the area vibrating with perfection, and humming with the voice of a trained singer. "Good. However, there is something more. And please make note of this as this is something that the jutsu description did not include. Both Nagasaki's Fish and Yamamoto's Dumplings should be fine, or at least something that I have faith in being able to accomplish without much trouble. However, know that Mushi Heaven is slightly larger, and has a different outlook. The owners come from Kirigakure, where business is conducted slightly differently. I had a small run in with someone that was loading supplies to Mushi Heaven the last time we met here for our original mission. This is a C ranked mission, meaning it requires ninja of the genin rank. Keep that in mind. We are not going to split up for this - not because I do not have faith in you, but because I want to watch and see how it is that you handle situations on your own accord. That does not mean I will not be right here if you need me. Sound good?"

With that, Touko held out his hand, pointing slightly to the girl as if to ask to see if she had the tickets that they were to be handing out. "You have the tickets, no?" Touko smiled at the girl. Hyuuga were supposed to be powerful and able individual, with a clan that was built up on the high morals of honor. Touko was interested in seeing the girl perform through the use of words, and even, in the worst case scenario, through means of combat. Although that was unlikely.

Gekkō had faintly remembered the crowd, more-so the little kids, who had followed Touko, talk about a man that he had to deal with. She was excited for some action, however, she was a very peaceful Kunoichi. She didn't like violence and was pretty good at solving issues with negotiation or something of the sort. While Gekkō had been on a mission with Touko before, they didn't directly work together. She thought this new addition to the mission would provide to be more interesting than she had initially thought. She didn't know much about the Crystal of Sanringakure, but she was extremely curious.

"You have the tickets, no?" Gekkō somehow always ended up with the materials for missions. Whether it be explosive tags, or cost fliers, she seemed to always have them. However, this didn't bother her. It helped her make the mission feel real before it every started. She often had trouble believing that a mission was real before she started it. Gekkō didn't think much into this idea however, hopefully it wouldn't come back to haunt her in her future. 'It sounds good to me. I hope we don't run into too much trouble. But if we do, I'm confident that we can handle it. She paused, 'Oh! Here are the tickets!' Gekkō fumbled around as she took out the tickets for the shops and handed them to Touko. She had gotten lost in her thoughts and almost forgot she even had the tickets. Gekkō wasn't one to be embarrassed, but she couldn't escape the feeling.

Touko smiled as he took the tickets from the small Hyuuga girl, looking over them with a brief glance, counting them to check that they were in fact all there. They were. "It sounds good to me. I hope we don't run into too much trouble. But if we do, I'm confident that we can handle it." Touko nodded. Handling it was not even in the question. He knew that he would be able to handle it, especially with the Hyuuga there along with him. It was simply that he did not want to have to deal with anything that would lead him to needless violence. Although he would only move in order to render the situation harmless if that were to happen.

"It is less a question of being able to handle it, as opposed to simply having to handle it. Let us hope that they will simply be able to acknowledge our words and take their responsibility there it is lacking." Touko paused, letting out a small breath. The light was beginning to fade. With a passing glance into the sky, Touko stated "let's start, Gekko-chan before the shops close and the shop owners leave." With that said, Touko started to walk, moving right past the Hyuuga, and beginning to walk along the cobble stone streets of the market district. His crystal still poured over the rocks around him. As people passed him, the few people that were still there at this hour, they smiled and waved at him with an impressed look upon their faces.

It was not long before he had made it to Nagasaki's Fish, an eatery style shop that specialized in fish. Touko knocked on the slender door before pushing it open. It was just about to close, but had not done so yet. As Touko pushed the door open, he saw the owner of the shop. At once, the face on the slightly pudgy man fell as he knew what was coming. Touko had heard about all of the reports. Touko, as the leader of this mission had been given the information on the mission that was more specialized than anything that Gekko would need to know. "Tomoro-san, my name is..." But Touko's voice was cut off by the slightly annoyed man across the room. "Yeah yeah, the Crystal of Sanringakure, I know who you are - who doesn't. You are all I hear about in this place. What is it that I can do for you?" The man's voice became slightly more polite as he continued, as if trying to make up for the rudeness of his earlier interruption. Touko smiled. But his voice was still firm, friendly, but firm. "Despite the fliers that were posted at an earlier date regarding prices that were challenging the local income of the civilians here, we have received multiple complaints from the locals about your food prices." The man scuffled for a bit, and replied "Who is to say that my prices are too high? Salmon is expensive, and mine is high grade. So then why can I not make it expensive?"

Touko smiled at the man. It was not a sarcastic smile, but a genuine smile. "That is just it, sir. The complaints are not coming in directed at your prices, and you are right in saying that your prices would be right for salmon. However, the complaints state that you are scamming your customers and false advertising your fish. In other words, you are charging and claiming that you are making salmon, when you are actually distributing a much more common fish that is not salmon. Are we clear? Here is a ticket that I am giving you in order to represent the final warning of the village. If we gather more complaints, we will be forced to cancel your food handling permit here in Sanringakure, or at least suspend it until you can appeal in court." Touko did not speak with a superior voice in the slightest, and instead took on an understanding tone.

The man looked at him, and nodded, knowing that it would be best if he were to just accept the fact that he had been ripping off his customers and deal with it with some maturity. "Okay. I am sorry. Thank you, Crystal-san. Do not plan on receiving more complaints from this shop." Touko nodded and turned to leave, placing the red ticket on the table nearest him, and smiling.

Gekkō sat idly by, watching Touko do his thing. It was interesting to see how another ninja went about, working on a mission. Following Touko, they made their way to Nagasaki's Fish. Their first stop on this mission. They were on a bit of a time crunch, as they all closed fairly close to each other. While inside she got a glimpse of how Touko was as a ninja, how it was the right thing to make him the leader. Practically taking care of the entire situation single handedly. Gekkō felt like a body guard. The one who stood behind the guy talking and looked mean so nobody would want to step out of hand. She thought of this idea and it made her a bit happy to play a different role. Actually, a bit overly happy. never-the-less, that's what Gekkō did. She stood beside Touko as he duked it out with words to this Tomoro. With her arms crossed, she didn't leave eye contact with anybody dared to glance at her. This action was, however, not one of her normal actions. As, when she gave off the vibe that she would kill whoever tried anything funny, she wouldn't intentionally hurt a fly.

Touko obviously had won over Tomoro, this was good, as Gekkō was a bit nervous. However, she worried no longer. She mumbled to Touko on their way out, 'Great job in there.' She chuckled a bit, as she started walking towards their next destination, 'After our last mission, I had thought you were all violence.' Gekkō now felt a little more at ease after seeing Touko calm down such a flustered individual. 'What's next on our list? Yamamoto's Dumplings?'

Touko left, and listened to the girl as she spoke. He had not done anything extremely daunting or impressive. He had simply used the law to back up his words and force the unruly into submission. After all, Sanrigakure was serious about even smaller things like this. "After our last mission, I had thought you were all violence." Touko almost laughed, but then felt almost off put by the statement. Violent? Oh. Right. He had been forced to use violence to over come a foe on their last mission. But he had not wished to bring violence to the situation. "Oh. Please do not cloud your mind with what was said about our earlier mission. The man became hostile. I do not wish to imply violence onto another in any situation unless it is needed."

Touko took a pause before he continued to speak. His voice dropped back into a serious, and monotone voice, still resonating with the area around them, and sounding pure and beautiful. "Our next location is Yamamoto's Dumplings. I am going to let you handle this one. Here is the situation, the dumplings have been known to give people food poisoning on common occasion. Because of this, a dumpling was taken by a resident and it was discovered that the dumplings were being used with ingredients that were not properly kept. What is more, the prices are extremely high, and they need to be told to either justify their prices, or lower them. Either way, they need to be told that if more food poisoning is distributed, then they will be shut down - so they need to start taking better care of their food products."
Touko continued to walk until he reached another building. It was tall, and looked slightly run down. The paint was wearing off, and the door was closed. Lights remained on inside however. Touko pushed at the door, and the man inside looked up. He was an older man that had a sour expression on his face, rotten looking. Mean. "Naw, get out, we are closed!" Touko smiled, and motioned politely for Gekko to enter in order to see how she would handle the situation here.

Just by entering the second destination, she had an uneasy feeling. Practically instantaneously, her and Touko were yelled at. "Naw, get out, we are closed!" She knew it was her turn to shine, and, with Touko motioning for her, it was official. She was an excellent negotiator and knew that she would be able to handle this destination without any violence. 'May I see your kitchen?' Gekkō was strait to the point, she didn't like to waste time. "No! Get out! We are closed!" Gekkō smiled and continued her way into the shop. She made her way to the man and spoke in a calm and collected voice, 'I am here regarding your food and your food prices, and we will not leave until what I have come here for is finished.' The man, obviously more angered, motioned to slap Gekkō; little did he know that it would be a grave mistake. With a large swing he yelled, "Why you disrespectful little bi-" Yet before he could finish his sentence, or his swing, she was already behind him with his wrist in her hand. gasp!

'I am here on an official Sanringakure mission. Regardless of the precautions we have made with fliers regarding prices, this shop continues to resist to cooperate. On top of that, we have evidence that puts this shop of grounds for closure in response to poor food handling.' With that, she let go of his wrist and moved back to her original position. "This is MY shop! I shall charge how much I want!" After catching up with a few deep breaths, e continued, "And what is this talk of poor food handling?! I've handled my food the same way since I started!" Gekkō continued to have a smile on her face and a calm collective energy about her. 'We have evidence that says otherwise. Now, I must inform you, that if you don't comply with with the village regulated prices, this shop will cease to exist. We here in Sanringakure treat everybody as equals.' "B-but-!" 'Now, onto your poor food handling. We have evidence that clearly shows that your statements are false and as a result are causing multiple food poisoning accounts.' Gekkō looked back to Touko, a smile upon her face. It was clear that the man now understood he wasn't going to get away with anything. 'If you don't have anything to add, I think it's time to give this man his ticket.'
Sorry it took me so long, I've been a bit busy. In the past 72 hours, I've worked 55. But now I'm good and should post like I normally do.

Touko smiled at Gekko as she moved with ease through the verbal attacks that the man gave. She rounded up her mission requirements, and finally had finished the man. He gave a submissive look as Touko walked up to him. He had been warned once, and now twice. A third time would not be allowed. Three strikes and you are out of the game. It was the same here. Failure was not an option, and the village would not allow things like this to happen to its civilians. It was justice, regardless of the small serving.

Touko placed the ticket on the table, and then removed himself from the building. Gekko would follow him, and as soon as she approached him, he would speak.

"That was wonderful, Gekko-chan. I am impressed, you stayed clear, and still held your own against the man. When he struck at you, you exerted your authority, but did not go to far - it is what I had to do with this next location that we are headed... that violence that you heard about from our last mission together."

Touko paused for a moment before continuing.

"Now, before we arrive there, know that this place is the place where I was attacked last. They, at least on of them, are not afraid of using violence against the us, even though we are shinobi. Last time I spoke with them, a large man attacked me. Although they have no training and pose no real threat, the situation is to be handled exactly as I handled it in the past... like you just handled it in that last building. Understood? We will show our dominance if needed, and if not, then we will leave before it is needed. I will be speaking in this area. They know me already."

Before long, Touko arrived at the doors of the last eatery. Mushi Heaven. Touko pushed the door open to find himself at a small into booth with a man sitting there, waiting to seat people that entered. It was a slightly larger building than the others thus far. It was also some what nicer than the others. Touko had never eaten here before, and never planned to.

"How many people are there with..."
The man started before looking up. It was the man that they had seen before, one that had apologized for the violence after it had been ended by Touko on their last meeting. Touko also recognized him, offering him a genuine smile. He had nothing against this man. He had displayed manners, and seemed to be more on top of it. "Y-you're... You are the Crystal...? No? What... err.. what brings you here?" The man held a suspicious and nervous grin that Touko over looked.

"I am here to give you this." Touko showed the ticket before placing it on the booth for the man to see. "That is a ticket from Sanringakure's kage, stating that your business will be shut down if the prices that are being offered here are not dropped. However, before you complain about this being your shop, allow me to cut to the situation's heart. Evidence states that you are taking your products from under privileged Sanringakure civilians, and selling them back at much higher prices. This is not only unfair, but your treatment of these civilians must be monitored. If your violence is reported once more, this building will be completely refurnished to fit the liking of anyone else that wants it - you will lose ownership. Understand?"

With that, Touko walked from the doors, the man nodding with a guilty expression wiped onto his face. Touko hated being intimidating or mean, but when it came time to defend his own country, and the people within, he would do anything.

"I will report the mission completion to the kage, Gekko-chan. You can go now. It has been a pleasure. I wish to see you in action, what do you say about that? Something of a friendly spar between you and I?"

Gekkō was extremely excited and happy that she impressed Touko. It had seemed that she was quickly learning the ways of an actual Kunoichi. However, her happy thoughts quickly vanished as Touko began to explain to her what was going on with their next and final objective. Apparently this next stop was the one that Touko had issues with on their last mission together. This would surely prove to be interesting. After listening to Touko explain their game plan for the next stop, her excitement went through the roof. She and him were going to basically go in hard and fast, before they would have a chance to react. This is most likely a tactic that she would not take, simply by the fact that she wasn't that sort of Kunoichi. She enjoyed taking her time and allowing others to think. However, she also knew that this tactic was necessary under certain circumstances, and this was one of those circumstances. 'Hai!' Gekkō spoke to Touko, signaling she understood the plan and most likely agreed with it as well.

Before she knew it, they were at their final location, Mushi Heaven. She had never been here and was a bit interested in their food. But now was not the time. Nor was any other, if they were being difficult enough to cause trouble. Regardless, when she and Touko made her way into the shoppe, he was instantly noticed and recognized. The crystal of Sanringakure! Hearing this, Gekkō smirked a bit, as she could sense a bit of dear and uncertainty in their voice. This would be cake. Especially for Gekkō, as it seemed like Touko took the lead. All Gekkō did was lean against the wall to look as intimidating as possible, whether or not this succeeded, is another story. She most likely looked like a fool.

Simple put, Touko's tactic worked, after a brief explanation of why we were there and delivering their ticket, they made their way outside, their mission finally completed. Touko spoke to her, "I will report the mission completion to the kage, Gekko-chan. You can go now. It has been a pleasure. I wish to see you in action, what do you say about that? Something of a friendly spar between you and I?" She couldn't help but chuckle. Whether or not her feelings were mutual, she had felt that her and Touko were on the level of being friends, rather than teammates. But maybe this was just her emotional side coming out. Either way, she responded, 'Yeah, if you want to get your butt kicked, you know where to find me.' With a smile on her face, she enjoyed joking around a lot. Especially when a mission was done or not currently in progress. Either way, they had finished the mission and Touko was on his way to report it in. Gekkō went ahead and left to her clan's vicinity. Another mission checked off under her belt.
